After saving your game, head up to the second floor, where you will hear a noise from Apartment 202. Head inside the room to find multiple mannequins and aHealth Drinkinside one of the cabinets on your left.
The mannequin in the middle has a Flashlight tied around its neck. Interact with it to acquire the Flashlight, which can be toggled on and off using the “R3” button on PlayStation.
