The balancing changes and 4-star legendary effects coming inFallout 76’s Gleaming Depths updatewill provide boosts to all variety of builds, potentially making underperforming weapon types, like pistols and shotguns, finally viable in endgame content. At the same time, the existing meta builds inFallout 76will also become much stronger with the 4-star legendary effects providing a flat upgrade to any weapon or armor across the board.

Among all the 4-star legendary effects revealed so far inFallout 76’s PTS, one of them could have a drastic impact on the current meta: the Conductor legendary weapon effect. Assuming this legendary effect doesn’t receive any major reworks before making it into the live game when the Gleaming Depths update releases in December, this will arguably be the new best-in-class legendary weapon effect for any build that uses VATS.

VATS is a powerful foundation for builds inFallout 76, allowing players to hit their target’s weak points or individual limbs at the expense of AP without requiring players to manually aim. Then, on top of this, every shot landed in VATS firing mode will progressively fill the player’s critical hit meter, massively increasing the damage of the next shot when activated. Since AP is an infinitely replenishing resource, using VATS with an applicable weapon type is an effortless way for players to increase their damage output.

Players' Luck skill determines how fast their VATS critical hit meter will fill. There are also Luck perk cards that improve the damage and efficiency of VATS critical hits.

Fallout 76’s Conductor 4-Star Legendary Effect Takes VATS Builds to the Next Level

WhileFallout 76’s version of VATScan generally improve any weapon’s performance, there are some weapon types that are better suited for this kind of playstyle than others, due to having a higher hit chance and superior AP-cost efficiency in VATS. However, with the Conductor legendary weapon effect, the AP cost of a given weapon won’t matter in most cases since players can instantly refill their AP whenever it gets low by manually triggering a VATS critical hit. With how fast certain weapon types can refill the critical hit meter, this legendary effect will essentially make players unkillable while also massively increasing their damage output so long as they have the ammo to keep shooting and triggering VATS critical hits.

VATS crit builds already dominatethe meta inFallout 76, but in the near future, the Conductor 4-star legendary effect will make them even stronger. This kind of buildcrafting tool could be the key to finally making underperforming weapon types viable in endgame content, while at the same time providing an overkill buff for some of the best weapons inFallout 76.
