7Don Sai

Don Sai is the 13th leader of the Happo Navy. He took over the duties from Chinjao, who used to be a famous pirate in the old era. Sai made his debut during the Dressrosa arc as a participant in the tournament held inside the Corrida Coliseum for the Mera Mera no Mi.
Sai is an excellent fighter who specializes in Hasshoken, a combat style that makes use of vibrations. He combines Hasshoken with Haki to create devastating attacks that are potentially enough to take down someone as strong as Lao G. After witnessing his power firsthand, Chinjao admitted that Sai had surpassed him in terms of strength. This was, of course, huge praise, as Chinjao was an elite fighter in his prime.

Gecko Moria is mainly considered a weakling because he lost to pre-timeskip Luffy, who didn’t Haki. It is certainly true that Moria is not nearly as powerfulas his fellow Shichibukai, but there are several factors behind it. For starters, Gecko Moria lost a great deal of interest in fighting after his entire crew was annihilated by Kaido. Gecko Moria also grew lazy and decided to rest on his laurels, eventually growing weak.
In his prime, Gecko Moria was a different beast. He was able to go toe-to-toe with Kaido, one of the strongest characters in the world. Gecko Moria possesses the Kage Kage no Mi, a Devil Fruit that allows him to control shadows. Gecko Moria was last seen in Hachinosu, but his current whereabouts remain unknown.
5Laffitte
Chief Of Staff Of The Blackbeard Pirates
Laffitte is one of the few characters who joined Blackbeard’s crew before he became a world-renowned pirate. Laffitte hails from an unnamed town in West Blue, where he used to be a sheriff. However, his ruthless behavior led to his exile, and sometime later he became a pirate.
Currently, Laffitte is the Titanic Captain of the Fifth Ship of the Blackbeard Pirates. Additionally,he is the chief of staff, as he is more rational than the rest of his crewmates. Laffitte is a Devil Fruit user, but the nature of his power is unknown.
4Sanjuan Wolf
One Of The Worst Criminals In History
Sanjuan Wolf used to be a level 6 prisoner in Impel Down, but Blackbeard broke him out of the facility. Sanjuan Wolf is a giant, so he has a massive edge over his opponents.
Sanjuan Wolfpossesses the Deka Deka no Mi, a Paramecia-type Devil Fruit that allows him to increase his size. In fact, he can become so gigantic that his feet touch the seabed. Sanjuan Wolf hasn’t had the opportunity to fight, but it is safe to assume that he can easily destroy a fleet by himself.
3Morley
Leads The Northern Forces Of The Revolutionaries
Morley is the captain of the Northernforces of the Revolutionary Army. At some point in the past, Morley was captured and imprisoned inside Impel Down. She remained within the facility for a while before breaking out. Her escape was so well executed that nobody knew that she had left the facility.
Morley possesses the Oshi Oshi no Mi, a Paramecia-type Devil Fruit that allows her to reshape the ground as if it were clay. Considering she is a commander within the Revolutionary Army, Morley likely has access to Armament and Observation Haki. Morley is also a member of the giant race, so her physical strength is superior to that of most individuals in One Piece.
2Jozu

Jozu was the Third Division Commander of the Whitebeard Pirates. He was in charge of the fighter division, so it’s obvious that he was one of the best combatants within the crew. Despite belonging to the human race, Jozu had incredible strength. This was evident when he lifted a massive block of ice and threw it towards the Marines. The size of the block dwarfed the giants in Marineford.
Jozu’s main source of strength was the Kira Kira no Mi, a Paramecia-type Devil Fruit. It allowed him to cover his body with diamonds, making it resistant to all kinds of physical attacks. His Haki was also phenomenal, as he was able to make Aokiji bleed from his mouth with a single attack.
1Shanks

Shanks is by far the strongest character to be born in the West Blue. He is the captain of the Red Hair Pirates and one of the Yonko. Shanks is among the few people who are respected by fellow pirates, Marines, and even the Five Elders.
Shanks does not possess a Devil Fruit, but his Haki makes up for it. Shanks has mastered all types of Haki, and presently, no one comes close to him in terms of using Haki. Even though Shanks hasn’t gone all-out in a fight, fans know that his power supersedes almost all One Piece characters.
